        The first step is to figure out if someone is a nonresident alien (NRA) or a U.S. resident alien. This depends on two tests:

        1. The Green Card Test.
        2. The Substantial Presence Test.

        If a person doesn’t pass either test, they are considered a nonresident alien (NRA).
