Can goods or services be both zero-rated and exempt from VAT?

I’m studying VAT classifications for my accounting course and got confused. Can goods or services be both zero-rated and exempt from VAT at the same time, or are these two completely separate categories under UK VAT rules?

In the UK, goods or services can be either zero-rated or exempt from VAT, but they cannot be both simultaneously.
