I opened a business PayPal a while back but I don’t need it anymore. Can I switch it back to personal, or do I have to create a new one?

There is no automatic way to downgrade a business account to a personal account, you have to contact customer services and they will do that for you.
To downgrade an account to personal contact customer service:
