I’m relocating my business operations to the USA/UK but currently have a Business PayPal account registered in another country. Can I transfer the account, or do I need to set up a new one?

No, you cannot directly transfer a Business PayPal account from one country to another, such as from your current location to the USA or UK. PayPal accounts are country-specific due to differences in regulations, banking systems, and available features.
If you’re planning on splitting your time between a couple of locations and only one account is a business account, just open a new PayPal account. Then you can keep your original account alongside the new one.
